Penghuy is a lawyer registered with the Bar Association of the Kingdom of Cambodia, a business registration agent accredited by the Ministry of Commerce of Cambodia and an adjunct lecturer at ELBBL. His practices lie in banking & finance, secured transactions, capital markets, insurance and technology. He also advises clients on a broad spectrum of areas including corporate transactions, commercial contracts, real estate, labour and taxation.

He holds a Master of Laws (LLM) from Victoria University of Wellington, New Zealand and a Diploma in Cambodian Tax from CamEd Business School. Further, he passed a tax agent certificate exam conducted by the National Tax School of the General Department of Taxation and an exam for approved persons in securities sector. He is currently pursuing an ACCA program and is fluent in Khmer and English.
