Adjunct Lecturer Teaching Investment and Trade Law
Dr. Senera is currently an Attorney-at-Law in tandem with serving as the Director of the Legal Affairs and Investment Law Department of the Cambodian Investment Board, the Council for the Development of Cambodia (CDC). From 2014 to 2018, he was a Member of the Council of Jurists ranked equivalent Under-Secretary of State. He also served as a legal officer at the Ministry of Justice for five years prior to being an Adjunct Lecturer of Civil Law at the Royal Academic for Judicial Professions in 2013 and various other law schools in Cambodia between 2005 and 2009.
Senera is a holder of Ph.D. and an LL.M. in Comparative Law Special Program in Law and Political Science from Nagoya, Japan since 2011. His academic background is also accompanied by luxuriant training courses abroad. He has had over 12 years of practical experience in drafting a myriad of legal frameworks, inclusive of the new Law on Investment of Cambodia (2021), Cambodia-Korea Free Trade Agreement (2021), Cambodia-China Free Trade Agreement (2020), Regional Comprehensive Economic Partnership (2020), ASEAN-Hong Kong SAR, China Investment Agreement (2017) and other several Bilateral Investment Agreements, Commentaries on the Civil Code of Cambodia (2009), and Textbook on the Civil Code of Cambodia (2009).
